About the Speakers
Mr. Stanley (Stan) Darbro is the Deputy Director of the U.S. Army’s Rapid Capabilities and Critical Technologies Office (RCCTO). The Office produces and acquires materiel solutions consistent with the Army’s modernization priorities as tasked by a Board of Directors chaired by the Secretary of the Army. Mr. Darbro oversees the Rapid Acquisition Prototyping Project Office (RAPPO), which conducts rapid prototyping and delivers residual capabilities to tactical units; the Advanced Concepts and Experimentation (ACE) Project Office, which rapidly develops, tests, and transitions high priority advanced technologies; and the Computing and Electronics Security Dominance (CESD) Project Office, which executes experimental prototyping projects in the Cyber and Electronic Warfare domains.
Commander Michael Knickerbocker is a Surface Warfare Officer currently assigned to the Clements Center as part of the US Navy’s Federal Executive Fellowship. Most recently, he served as Battle Watch Captain in U.S. Fleet Forces Command. As a lieutenant commander, he was assigned to Carrier Striker Group Twelve and the USS Gerald R. Ford, where he supported a wide variety of joint and theater level exercises in three distinct fleet areas of operations. His junior officer assignments included: service aboard the USS Gary, the USS Decatur, and the USS Ramage. He served ashore as the Associate Professor of Naval Science at the University of Villanova Naval ROTC.
Jessica Olcott Yllemo, moderating, is Senior Fellow for Climate Security at ASP. Previously, she provided support to the U.S. Department of State’s (DOS) Office of Emergency Management and has supported various U.S. Department of Homeland Security (DHS) and U.S. Department of Health and Human Services (HHS) projects. In addition, Ms. Yllemo has worked extensively with U.S. Department of Defense (DOD) entities, including the Center for Naval Analyses and the Defense Threat Reduction Agency (DTRA).
