Over the next century, states in Sub-Saharan Africa will become some of the most important players in the international system. Whether states in Africa look towards Washington or Beijing for development assistance will go a long way towards determining the future balance of power.
This report explores how development finance can be a soft power tool and a means to achieve U.S. national security goals, namely competing with China. Specifically, this report examines how development finance relates to U.S. national security, the state of the U.S. development enterprise amidst recent changes, Chinese investment in Africa, and why the U.S. model for development finance is superior to the Chinese model.Download
