On October 13th, 2016, the American Security Project, in partnership with Lloyd’s, hosted Cities in the Crosshairs: The Case for Investing in Resilience. The event brought together leading business leaders, policymakers, and regulators to discuss how innovative partnerships can and should build greater resilience at the city level.

The third and final panel, “A Resilient City – New York’s Perspective”, took a deep-dive into the risks New York City faces and how we can and must build resilience for the future. Moderated by Glenn Dorr, Northeast Regional Director of Lloyd’s, the panel discussed the resilience of New York to everything from the terrorist attacks on September 11, 2001 to Super Storm Sandy.

Meghann Teubner, Director of Counterintelligence Analysis, NYPD, echoed the theme discussed in the first three panels of a changing risk landscape. Ms. Teubner highlighted how the challenges NYPD faces have shifted from directed threats from Al Qaeda core to an attack spectrum with attacks ranging from directed threats, similar to 9/11, to inspired threats, resulting from “homegrown” terrorism.

Dan Zarrilli, New York’s Chief Resilience Officer and Senior Director, Climate Policy and Programs, discussed the overall resiliency of New York but also the need to build further resiliency in the face of climate change. Mr. Zarrilli stressed the need to be proactive, focusing on both present risks and also “over the horizon” risks to avoid simply being reactionary.
