On August 23, 2017, ASP Adjunct Senior Fellow Mitchell Shivers co-authored an op-ed with Saad Mohseni in the Wall Street Journal recommending that President Trump appoint a special envoy to Afghanistan as soon as possible. The op-ed supports the President’s decisions not to specify troop numbers or deadlines regarding ongoing military operations in Afghanistan in his August 21 speech on the war, but advocates that a special envoy reporting directly to him is necessary in order to tackle the numerous issues still plaguing Afghanistan’s security and stability.

In the op-ed, Shivers and Mohseni state that such an envoy “must have an official mandate from the president, with access to him and ideally an office in the White House.” They also emphasize the importance of experience with government, and that “it’s essential that any candidate have a deep understanding of how the Washington bureaucracy works.”
