Nearly all governments worldwide partner with major American and/or Chinese cloud providers to build and maintain their federal and defense data systems. In addition to supplying the necessary foundation for AI implementation and diffusion abroad, these partnerships provide significant national security advantages for the United States and the People’s Republic of China. Both Washington and Beijing require their domestic firms to transfer sensitive national security data from their global networks to government agencies upon request. However, while the United States leverages this authority only under stringent and transparent conditions, Beijing frequently mass-transfers sensitive personal information and government information from foreign states into its domestic data ecosystem without notice.
