Cyber disruptions are widespread with the potential to impact every aspect of society in both the public and private spheres. With the importance of protecting intellectual property also being a major consideration in the cyber realm\, this event will answer questions regarding how the U.S. and private industry can innovate to protect against malign actors using technology for nefarious purposes. \nAbout the Speakers \n Hon. Manisha Singh has over 25 years of public and private sector experience in business\, finance and trade. She currently provides strategic advisory services for companies. She sits on the board of advisors for the American Foreign Policy Council. She is also a Senior Visiting Fellow at the Center for Tech Diplomacy at Purdue University. \nShe is a former Assistant Secretary for Economic and Business Affairs at the U.S. State Department. She also served as Acting Undersecretary of State and she was nominated to be U.S. Ambassador to the Organization for Economic Cooperation and Development (OECD). She was previously Deputy Chief Counsel to the U.S. Senate Foreign Relations Committee. In addition to government\, she was a senior executive at J.P. Morgan Chase. She is an attorney and has practiced corporate law at Reed Smith and Squire Patton Boggs. \nManisha has a B.A. from the University of Miami and a J.D. from the University of Florida College of Law. She studied international law at the University of Leiden in The Netherlands and has an LL.M in International Legal Studies from the American University Washington College of Law. She has bar admissions in Florida\, the District of Columbia and Pennsylvania. She speaks fluent Hindi and conversant Spanish. \nGuillermo Christensen is the Office Managing Partner of Ice Miller’s Washington DC Office. Guillermo combines his experience as a former CIA intelligence officer\, a diplomat with the U.S. Department of State and an attorney to shape and inform the advice he provides to clients on enterprise risks involving cybersecurity\, national security and complex international business matters. \nAs an intelligence officer\, Guillermo served in numerous inter-agency roles with the Departments of Defense and State\, the FBI and several national intelligence fusion centers. In 2001\, Guillermo was selected by the CIA Director to serve as the National Intelligence Fellow to the Council on Foreign Relations and from 2010 to 2011 Guillermo served as the Science and Technology Advisor to the U.S. Mission to the Organization for Economic Cooperation and Development (OECD). \nGuillermo received his Bachelor of Arts in International Relations in 1988 from American University\, earned his master’s degree in Foreign Service from Georgetown University’s School of Foreign Service\, and his Juris Doctor in 2005 from the Georgetown University Law Center. \n \nGlenn S. Gerstell is the former General Counsel of the National Security Agency and Central Security Service from 2015 to 2020\, spanning both the Obama and Trump administrations\, and a thought leader on the role of technology in national security\, cybersecurity\, privacy\, and geo-political affairs. \nGerstell is currently a non-resident Senior Adviser at the Center for Strategic & International Studies\, as well as a consultant and corporate board member in a variety of industries. Gerstell previously served on the President’s National Infrastructure Advisory Council\, which reports to the president and the secretary of homeland security on security threats to the nation’s infrastructure\, as well as on the District of Columbia Homeland Security Commission. \nPrior to the NSA\, Gerstell practiced law at Milbank LLP\, where he focused on the global telecommunications industry\, international business strategy and political-risk analysis\, and served as the managing partner of the firm’s Washington D.C.\, Singapore\, and Hong Kong offices (residing in Asia for eight years). Miller\, Florida House Representative James Vernon “Jim” Mooney\, JR.\, ASP Consensus for American Security Member and former Florida Chief Resilience Officer Julia Nesheiwat\, PhD.\, and FIU Professor Dr. Jayantha Obeysekera\, on military base resilience and the national security implications of climate change on foreign policy. She is a Distinguished Fellow at the Atlantic Council\, and since December 2020\, has served as Commissioner on the US Arctic Research Commission reporting to the White House and Congress on domestic and international Arctic issues. \nDr. Nesheiwat brings unique experiences having served over twenty years in international energy diplomacy\, critical infrastructure protection\, climate\, environmental science\, and national security serving in the Bush\, Obama\, Trump\, and Biden administrations. From July 2019 to February 2020\, she served as Florida’s first Chief Resilience Officer\, launching a new office dedicated to addressing the environmental\, physical\, and economic impacts of climate change and emergency preparedness for the state. \nFrom February 2020 to January 2021\, Dr. Nesheiwat served as the Deputy Assistant to the President for Homeland Security & Resilience\, and from 2011 to 2014\, she served as Deputy Assistant Secretary of State where she worked to build the first Energy Resources Bureau at the Department of State. Prior to holding those positions\, she served as Chief of Staff to US Special Envoy for Eurasian Energy as well as the Under Secretary for Energy\, Environment\, and Business. Her PhD dissertation from Tokyo Tech\, “Post-Disaster Reconstruction in Energy Policy & Resiliency” focused on post-disaster reconstruction of coastal towns suffering from lack of power\, flooding\, and rising sea levels. She served on the World Economic Forum’s Global Advisory Council on low-carbon energy transformation as well as an International Affairs Fellow with the Council on Foreign Relations. Dr. Nesheiwat is a visiting professor at the Naval Postgraduate School on Energy Security and has lectured at Stanford University and the University of California San Diego. \nShe received her BA from Stetson University\, MA from Georgetown University\, and PhD from Tokyo Institute of Technology. \nIrela Bagué \nChief Bay Officer \nMiami-Dade County \nIrela Bagué is Miami-Dade County’s first Chief Bay Officer (CBO). The CBO focuses on water quality issues\, policies\, and appropriations related to the health and recovery of Biscayne Bay. She acts as an advisor to the County Mayor and County Commission and a liaison between County departments\, County boards\, external agencies\, stakeholder groups\, and local\, state\, and federal governments. \nPreviously\, Ms. Bagué chaired Miami-Dade County’s Biscayne Bay Task Force\, leading the development of a final report listing a series of recommendations to improve Biscayne Bay’s health and sets a path forward for long term recovery and restoration. \nBagué is a former Governing Board Member of the South Florida Water Management District (SFWMD)\, where she held the position of Vice-Chair. During her time at SFWMD\, she was responsible for kicking off the Comprehensive Everglades Restoration Plan\, establishing policy for water resources development\, flood control\, and water quality protection\, including serving as Chair of the Miami River Commission leading the Miami River dredging project. She is a longtime advocate of Everglades and Biscayne Bay restoration\, climate change and promotes ethnic diversity and inclusion in the environmental movement. \nBefore rejoining the County government\, Ms. Bagué served as President & CEO of Bagué Group\, a full-service consulting firm with over 20 years of experience in Florida with expertise in strategic communications\, water policy\, sustainability\, climate mitigation\, adaptation\, and resilience. \nMs. Bagué serves as Chair of the Resilience Committee of the Greater Miami Chamber of Commerce and recently served as the acting Executive Director for Resiliency Florida and Chair of the City of Coral Gables Sustainability Advisory Board. \nJayantha T. Obeysekera \nDirector of the Sea Level Solutions Center; Research Professor \nJayantha Obeysekera is the Director and Research Professor in the Sea Level Solutions Center. Obeysekera previously served as the chief modeler at the South Florida Water Management District\, where he had a leading role in the modeling of the Everglades and Kissimmee River restoration projects. He was the co-author of the sea level rise projections report published by NOAA for the National Climate Assessment and a lead author for the Southeast Chapter of the National Climate Assessment. He served on the federal advisory committee which directed the development of the National Climate Assessment in 2014. Obeysekera was a member of multiple National Research Council panels dealing with water resources issues\, focusing on the Edwards Aquifer system in Texas\, Klamath River in California and Oregon\, and the California Bay-Delta. He also served on the Coastal Assessment Regional Scenario Working Group associated with the Department of Defense and co-authored a report on regional sea level projections for Department of Defense facilities across the globe. \nHe previously worked as an assistant professor in the Department of Civil Engineering at Colorado State University and a research affiliate professor at Florida Atlantic University. He also has taught courses in the water resources area at George Washington University in Washington\, D.C. Obeysekera is the 2015 recipient of the Norman Medal of the American Society of Civil Engineers. \n  \n \nRichard M. Additionally\, he personally led the design\, development\, and operation of the largest and most advanced Fleet Operations Center in the commercial maritime industry. \nRick’s cruise line experience followed a successful career in the U.S. Navy including command at sea\, with numerous shipboard and staff assignments across a number of specialties. Operationally\, he was on extended deployments seven times across multiple regions\, sailing all the world’s oceans around five continents. He participated in Operations Desert Shield/Desert Storm\, Operating Enduring Freedom\, counter-piracy and counter-terrorism operations\, and dozens of contingency operations in Europe and the Balkans\, Africa\, the Middle East\, Central and South Asia\, the Caribbean and Latin America. \nAshore\, he led current operations for U.S. Southern Command. A proven specialist in both strategic planning and financial management\, he served multiple tours in the Pentagon as part of both the Navy and Joint Staffs directing and planning Navy’s programs and budgets as well as guiding development of defense appropriations to support wartime activities with Congress and various administrations. He served on the personal staffs of both the Vice Chief of Naval Operations and Chief of Naval Operations and worked special support on several issues for the Chairman of the Joint Chiefs of Staff. He also spent a year as the Navy’s Federal Executive Fellow at the Institute for the Study of Conflict\, Ideology and Policy. \nRick is active in the South Florida community. He leads the Arsht-Rock Resilience Center’s Resilience Hubs Networking Strategy project for Miami-Dade County. Mr. Darbro oversees the Rapid Acquisition Prototyping Project Office (RAPPO)\, which conducts rapid prototyping and delivers residual capabilities to tactical units; the Advanced Concepts and Experimentation (ACE) Project Office\, which rapidly develops\, tests\, and transitions high priority advanced technologies; and the Computing and Electronics Security Dominance (CESD) Project Office\, which executes experimental prototyping projects in the Cyber and Electronic Warfare domains. \n  \nCommander Michael Knickerbocker is a Surface Warfare Officer currently assigned to the Clements Center as part of the US Navy’s Federal Executive Fellowship. Previously\, Assistant Secretary Medina was an adjunct professor at Georgetown University’s School of Foreign Service. She was also a Senior Associate on the Stephenson Ocean Security Project at the Center for Strategic and International Studies\, and Co-Founder and Publisher of Our Daily Planet\, an e-newsletter on conservation and the environment. \nA former Principal Deputy Under Secretary of Commerce for Oceans and Atmosphere\, she served as General Counsel of the National Oceanic and Atmospheric Administration (NOAA)\, and Special Assistant to the Secretary of Defense. Earlier in her career\, Assistant Secretary Medina served as the Senior Counsel to former Senator Max Baucus on the Senate Environment and Public Works Committee\, as the Senior Director for Ocean Policy at the National Geographic Society\, as the ocean lead at the Walton Family Foundation\, and in senior roles in other environmental organizations. In a world driven by economic growth\, trade policy is perhaps the most potent tool for inducing the seismic socio-economic shifts necessary to limit climate change. \nThe American Security Project is pleased to host a conversation with The Rt Hon. the Lord Barker of Battle\, Ambassador Daniel Sepulveda\, and Ambassador Robert Holleyman to discuss aligning climate change goals with trade policy. \nAbout the speakers: \nThe Rt Hon. the Lord Barker of Battle has served in senior roles in both business and political services. He was appointed Independent Chairman of the En+ Board of Directors in October 2017\, immediately prior to the company’s successful London IPO. He was promoted to Executive Chairman in February 2019.   Lord Barker was previously a member of the British House of Commons from 2001 to 2015 during which time he served as UK Minister of State for Energy & Climate Change\, under Prime Minister David Cameron\, becoming the longest serving British energy minister for a generation. \n  \nAmbassador Danny Sepulveda served in the Senate as a senior advisor to Senators Boxer\, Obama\, and Kerry. He served in the Obama Administration at USTR and later as a Senate confirmed Ambassador in the Economic Bureau of the State Department. His policy areas of passion and expertise include digital privacy\, trade\, telecommunications\, technology\, and immigration and labor. \nAs Ambassador\, he led negotiations on multiple international treaties and bilateral agreements on telecommunications and technology and served as part of the team that negotiated the first Privacy Shield agreement with Europe. \nOver the last five years\, Sepulveda has worked at senior levels in both the advertising technology sector and publishing industry developing expertise in digital supply chains and the monetization of data and content. Sepulveda started his career at what was then the National Council of La Raza and is today UnidosUS\, the largest Latino advocacy organization in the country. \nAmbassador Robert Holleyman is the president and CEO of Crowell & Moring International and a partner in Crowell & Moring’s International Trade\, and Privacy and Security groups. He advises clients on a range of trade and investment issues\, including market access\, global trade negotiations\, tariffs\, cross-border data flows\, and privacy/cybersecurity\, among other matters. Ambassador Holleyman has significant trade\, international business\, economic policy\, and legal experience from his service as Deputy U.S. Trade Representative\, as CEO of a highly successful information technology advocacy association\, and work as counsel in the U.S. Senate. He served as Deputy United States Trade Representative from 2014-2017\, with the rank of Ambassador.

Join us our virtual discussion on climate considerations for Nevada. \n  \nOpening remarks: \n \nOpening remarks will be made by Congresswoman Dina Titus who currently represents Nevada’s First Congressional District. Currently in her sixth term in the U.S. House of Representatives\, Titus is the dean of Nevada’s Congressional delegation. She is a member of the House Committees on Transportation and Infrastructure\, Foreign Affairs\, and Homeland Security. In 2018\, Titus was elected to become the Chair of a key Transportation and Infrastructure Subcommittee\, where she works to help Nevada’s communities better respond to natural disasters\, address the devastating impacts of climate change\, and fight for infrastructure projects that will benefit the most vulnerable. \n  \nPanelists include: \nMr. Kristopher Sanchez\, is the Deputy Director for the Nevada Governor’s Office of Economic Development (GOED). \nMr. Sanchez previously held several leadership roles in state government including GOED’s Interim Executive Director and Director of International Trade. \nAs Deputy Director\, Mr. Sanchez is responsible for facilitating economic development opportunities with new and existing businesses\, identifying industries and creating strategies to serve entrepreneurial environments to further grow and diversify Nevada’s economic base. He currently manages five divisions within GOED which include: Business Development\, Nevada Film Office\, International Trade and the Procurement Technical Assistance Centers (PTAC). As Nevada emerges from the COVID-19 pandemic\, Mr. Sanchez is leading infrastructure assessment and strategy discussions in southern Nevada. \nWhile serving as Nevada’s Director of International Trade during the Sandoval Administration\, he advanced\, facilitated\, and staffed Governor Sandoval’s international trade missions to 14 countries. Further\, Mr. Sanchez led delegations and explored opportunities for Nevada in over 20 countries. In this role Mr. Sanchez was also a member of the Executive Office of the President\, Office of the United States Trade Representative Intergovernmental Policy Advisory Committee\, and a member of the International Trade Administration\, U.S. Department of Commerce\, Trade Promotion Coordinating Committee. \nPrior to joining GOED\, Mr. Sanchez served as a congressional staffer in the United States House of Representatives as a defense legislative assistant for Congressman Jon C. Porter in the 109th and 110th Congress. \nMr. Sanchez is pursuing a Doctorate in Public Policy from the University of Nevada Las Vegas with a focus on developing models that will enhance Nevada state planning and infrastructure development. Mr. Sanchez has earned master’s degrees in Public Administration and Military History from Norwich University\, received a bachelor’s degree in Political Science from California State University\, Stanislaus and has completed course work in National Security Studies while attending the War College at Fort McNair in Washington D.C. \nMr. Sanchez is a past board member of the Nevada Commission on Tourism and in 2018\, the Director of GOED presented Mr. Sanchez with the GOED award for Excellence in Economic Development. Additionally\, Poland’s Ambassador to the United States also granted Mr. Sanchez the Amicus Poloniae (Friend of Poland) award in 2017. \n  \n \nKirsten Stasio is Executive Director of the Nevada Clean Energy Fund (NCEF)\, a non-profit organization that accelerates clean energy growth in the state. She has over a decade of clean energy experience across the investment\, policy\, education\, and start-up sectors. Before joining NCEF\, Kirsten worked at MAP Energy\, an energy investment firm\, where she scaled investments in renewable energy across the US. Her early career began in Washington DC at the World Resources Institute (WRI)\, a non-profit organization\, where she worked with policymakers and other stakeholders around the world to implement ambitious climate policy solutions. In her free time\, Kirsten serves as an Adjunct Professor at Stanford University where she teaches a course on energy and sustainability to over 200 students each year. She holds MBA and MS degrees from Stanford University and a BA in international relations from the University of California\, Davis. \n  \nColonel Dave Belote\, USAF (Ret.)\, ASP Consensus for American Security Member\, former Commanding Officer of Nellis Air Force Base. \nColonel David Belote\, USAF (Ret.)\, is the Managing Partner and CEO of DARE Strategies LLC\, helping clients successfully navigate issues at the nexus of renewable energy and national defense. In 2010\, Dave founded the Pentagon’s Military Aviation and Installation Assurance Siting Clearinghouse and created the process that allows local officials\, industry\, and military leaders to assess mission compatibility of a wide range of energy and transmission projects.  Dave later served as Vice President for Federal Business at Apex Clean Energy\, then advocated for Federal- and state-level energy and defense policy as Senior Vice President of Cassidy and Associates.  He has since facilitated the permitting of 36 projects comprising 9.4 gigawatts of wind power while protecting critical military capabilities\, including the two largest single-phase wind projects in the US: Apex’s 525-MW Aviator project in Texas and Pattern Energy’s 1050-MW Western Spirit project in New Mexico. \nRecognized by the Obama Administration as a White House Champion of Change: Veterans Advancing Clean Energy and Climate Security in 2013\, Dave is using his Federal experience to help develop offshore wind projects off both coasts\, as well as the SunZia high-voltage transmission project across New Mexico and Arizona. \nA retired Air Force colonel and F-16 pilot who earned two Bronze Stars during Operation Iraqi Freedom and served as commander of Nellis Air Force Base\, Dave continued his commitment to public service by running (albeit unsuccessfully) to represent his hometown in the Virginia State Senate and currently serves as vice chair of the Virginia Beach Electoral Board. He also serves on the boards of the Southeastern Wind Coalition and Eggleston\, Inc. (a non-profit employer of special-needs adults). He is also a five-time Jeopardy! champion. \n  \n \nDr. Tamara Wall is a research professor at the Desert Research Institute in Reno\, NV and deputy director of the Western Regional Climate Center. Additionally\, Dr. Wall works with the Center for Climate\, Ecosystems\, and Fire Applications\, and is a co-PI of California-Nevada Climate Applications Program (part of the national NOAA-sponsored Regional Integrated Sciences and Assessments network) and the Southwest Climate Science Center Consortium. Dr. Wall has worked extensively with stakeholders in California\, Nevada and other regions of the West in co-produced climate science projects. Her research focuses on qualitative and quantitative social science research in climate information use by stakeholders\, evaluating co-produced climate science\, understanding the process of climate information dissemination and utilization for climate resiliency and adaptation in natural resource management agencies\, and public and agency use of fire weather forecasts and fire behavior/fire danger information. Dr. Wall also has extensive expertise and training in organizational development\, facilitation\, graphic recording\, workshop and meeting design\, strategic planning\, collaboration training and working with both small and large groups in-person and in virtual collaborative settings. Recent work has focused on developing expertise in applying change theory and frameworks to better support mixed research/practitioner teams address the evolving dynamics between research\, social processes\, and climate change adaptation actions.

These developments are having a hugely disruptive effect on global markets. Please join us on Tuesday\, July 19 as we discuss the implications of Russia’s invasion of Ukraine on global energy security\, the climate agenda\, and global energy markets. \nAbout the speakers: \n \nKevin Book heads the research team and covers oil\, gas\, and coal policy at ClearView Energy Partners\, LLC\, an independent firm that examines macro energy issues for institutional investors and corporate strategists. Mr. Book is a member of the Council on Foreign Relations. He is also a member of the National Petroleum Council\, a federally chartered and privately funded advisory committee to the Department of Energy. Before cofounding ClearView\, Mr. Book worked as senior vice president of energy policy\, oil\, and alternative energy research at FBR Capital Markets Corporation. His prior employment history also includes roles at the Motley Fool\, Andersen Consulting\, and the Advisory Board Company. He holds an M.A.L.D from the Fletcher School of Law and Diplomacy and a B.A. in economics from Tufts University. \n  \nCommander Mark P. Nevitt\, JAGC (ret.) is an Associate Professor of Law at Emory University School of Law. He was previously the Class of 1971 Distinguished Military Professor of Leadership & Law at the United States Naval Academy in Annapolis\, Maryland\, a Sharswood Fellow at the University of Pennsylvania Law School\, and an Associate Professor of Law at Syracuse University College of Law. Prior to law school\, Prof. Nevitt served as a naval tactical jet aviator. Originally from Rhode Island\, Professor Nevitt received his J.D. and LL.M. with distinction from the Georgetown University Law Center. During law school\, he served as a White House Military Social Aide and taught Street Law at Anacostia High School. Prof. Nevitt has written on environmental\, climate change\, and national security law for the Harvard Environmental Law Review\, Washington University Law Review\, Georgia Law Review\, Boston College Law Review\, Berkeley Journal of International Law\, Cardozo Law Review\, and Oxford Press.

Ambassador Lute will share his views on NATO’s new Strategic Concept\, threats to the alliance\, NATO enlargement\, and how the alliance is responding to the Russian invasion of Ukraine. \nAbout the speaker: \nAmbassador Douglas Lute graduated from the U.S. Military Academy at West Point and is a decorated military officer of 35 years. He was Director of Operations on the Joint Staff\, overseeing U.S. military operations worldwide. He also was Director of Operations at U.S. Central Command in the Middle East\, had several tours as a NATO commander\, and served in combat during Operation Desert Storm. \nAmbassador Lute earned a Master of Public Administration degree from the Kennedy School of Government of Harvard University in 1983 and then taught in the U.S. Military Academy’s Department of Social Sciences. He is a member of the board of the Atlantic Council\, a member of the Council on Foreign Relations\, a charter member of the Senior Military Advisory Group of the United States Institute of Peace\, and a member of the American Academy of Diplomacy. \nDuring the second Obama-Biden term\, he was U.S. Ambassador to NATO where he focused on the 30-nation alliance’s responses to new security challenges in Europe and the Middle East. Ambassador Lute also served under President George W. Bush as Deputy National Security Advisor for Iraq and Afghanistan from 2007 to 2009. \nHe has received numerous honors and awards\, including three Defense Distinguished Service Medals and the State Department’s Distinguished Honor Award.

Edward co-directs the Climate Change in the American Mind polling project (with Yale’s Anthony Leiserowitz)\, is principal investigator of Climate Matters—a climate reporting resources program that supports TV weathercasters as local climate educators\, and he helps direct the Medical Society Consortium on Climate and Health—an educational initiative that currently involves 37 national medical societies. \nIn 2018\, Ed was appointed a Fellow of the American Association for the Advancement of Science. In 2020\, Ed was awarded the Beck Family Presidential Medal of Excellence in Research and Scholarship—Mason’s top research honor—as well as the Stephen H. Schneider Award for Outstanding Climate Science Communication (with Anthony Leiserowitz). In 2021\, Ed was identified by Thompson Reuters as one of the world’s 10 most influential scientists working on climate change. \nDr. David Benac is an associate professor of history\, Public History Coordinator\, and history internship supervisor at Western Michigan University. His research\, at the intersection of environmental and public history\, investigates how individuals and communities develop cultural ties to environments (built\, natural\, and landscape) and how these connections emerge in grassroots activism. \n  \nDr. Anne Armstrong has a professional background in environmental education and is the lead author on Climate Change Communication: A Guide for Educators (Cornell University Press\, 2018). Her research areas include climate change communication\, environmental education\, and how urban environmental stewardship and positive youth development build identity and empower youth to contest place stigma.

Scott Peters currently serves on the House Budget Committee and the House Energy and Commerce Committee\, as well as the Joint Economic Committee. \nBefore becoming an elected representative\, Scott pursued a 15-year career as an environmental lawyer. Scott was also elected to the San Diego City Council\, where he later became the City’s first City Council President. On the Council\, Scott helped lead the cleanup of the city’s beaches and bays\, and the completion of a number of major infrastructure projects. \nScott earned his undergraduate degree from Duke University (magna cum laude\, Phi Beta Kappa) and worked as an economist for the United States Environmental Protection Agency before attending New York University School of Law.

SUMMARY:The Recruiting Crisis: Obesity’s Challenge to Military Readiness
DESCRIPTION:A recap and video of this event is available here.\nThis year\, the U.S. Army missed its recruiting goal by 25%\, marking the worst ever recruiting year since the inception of the All-Volunteer Force. In June of 2018\, the American Security Project published a report titled “Obesity: An Epidemic that Impacts our National Security.” The report highlighted that obesity was a major factor in the dwindling number of “qualified military available” to recruit\, and the situation has worsened. As this trend is likely to continue\, it represents a compounding problem which will cripple the military’s ability to meet its national security obligations. \nThis month\, ASP is releasing a new report analyzing the threat that obesity poses to military readiness as the military struggles to find enough qualified applicants to fill its ranks. Join us as we discuss the report’s findings and recommendations to deal with obesity’s impacts on the recruiting crisis. \nAbout the Speakers \nBGen Stephen A. Cheney\, USMC (Ret.) is the President Emeritus of the American Security Project. He is a graduate of the U.S. Naval Academy and has over 30 years experience as a Marine. His career included a wide variety of command and staff positions with the operating forces and the supporting establishment. BGen Cheney’s primary specialty was artillery\, but he focused extensively on entry-level training\, commanding at every echelon at both Marine Corps Recruit Depots\, to include being the Commanding General at Parris Island. Cheney also served as Inspector General of the Marine Corps\, and commanded the Marines’ entire Eastern Recruiting Region. BGen Cheney has been on the Board of Directors for ASP since 2006\, and served as ASP’s CEO from 2011-2019\, and as ASP’s President from 2019-2022. \nBG Stephen N. Xenakis\, M.D.\, USA (Ret.) is a retired brigadier general and Army medical corps officer with 28 years of active service. He is an adjunct clinical professor at the Uniformed Services University of Health Sciences. He has been a senior adviser to the Department of Defense on neurobehavioral conditions and medical management. He serves on the editorial board of the Journal of the American Academy of Psychiatry and the Law and the Executive Board of the Center for Ethics and Rule of Law at the University of Pennsylvania. Dr. Xenakis is a co-founder for Reason for Hope and an anti-torture advisor to Physicians for Human Rights and Center for Victims of Torture. Dr. Xenakis is board certified by the American Board of Psychiatry and Neurology in General Psychiatry\, as well as Child and Adolescent Psychiatry. \n \nAmy E. Rothberg\, M.D.\, PhD. is a Clinical Professor of Internal Medicine at the University of Michigan in the Division of Metabolism\, Endocrinology and Diabetes (MEND)\, Research Professor in the Department of Nutritional Sciences in the School of Public Health at the University of Michigan and Director of the Michigan Weight Management Program and Diabetes Cure Clinic. Her primary research is funded by the National Institutes of Health. She also receives funding through the Michigan Obesity and Nutrition Center\, Michigan Diabetes Research Center\, Michigan Institute for Clinical Research (NIH funded centers)\, the Taubman Institute and from Blue Cross Blue Shield. SUMMARY:The Shift from Gas to Grid: A Roundtable on Transportation Electrification in Rural Communities
DESCRIPTION:ASP is participating in a roundtable event hosted by the Electrification Coalition that will explore vehicle electrification in rural Florida. The rapid growth in electric vehicles (EVs) today is part of a fundamental shift in transportation. All Floridians and communities can benefit from the lower operating costs and increased economic development opportunities. Implementing charging infrastructure will also require a large-scale on-the-ground effort\, which will create high-quality jobs for rural communities in Florida. \nThe roundtable will feature keynote remarks from ASP Board member Vice Admiral Lee Gunn\, USN (Ret.) and convene community leaders\, industry representatives\, and policymakers to share insights on best practices\, funding opportunities\, and community needs. \nParking is available in an on-site garage. Few industries are more attuned to—and dependent on—the weather than farming. In the coming decades\, climate change will make farmers’ jobs more difficult than ever\, as rising temperatures\, unpredictable rainfall\, and spreading pests all take their toll on production. But agriculture is not a neutral actor: emissions from the sector account for more than 10 percent of the U.S. total\, only marginally less than those from all commercial businesses and residences. Join ASP for a discussion on how innovation in agriculture—including advances in biotech\, animal husbandry\, soil and nutrient management\, and more—can help agriculture adapt to climate change\, reduce emissions\, or even become a net carbon sink. SUMMARY:Climate Security in Northwest Florida: Best Practices and Lessons Learned for Military Facility Resilience
DESCRIPTION:Northwest Florida is home to some of America’s most significant and simultaneously most vulnerable military installations. Not only does the region boast several major facilities such as Pensacola Naval Air Station\, Eglin Air Force Base\, Hurlburt Field\, and Tyndall Air Force Base\, but the adjoining naval ranges and air corridors in more than 180\,000 square miles of Department of Defense controlled airspace extending out into the Gulf of Mexico are an invaluable and irreplaceable asset for the U.S. military. Yet\, the DoD ranks Northwest Florida’s bases as among the most exposed to climate change in the country. Climate-induced extreme weather phenomena\, flooding\, and sea-level rise not only costs the U.S. military billions of dollars in damaged facilities and equipment\, but also in terms of readiness\, training\, and personnel. Join ASP and the University of West Florida on April 24th for an in-person public panel discussion exploring the key role Northwest Florida plays in enhancing national security\, the consequences of climate insecurity\, and climate resilience strategies for the cities and municipalities that surround U.S. military installations. \nModerated by Dr. Matthew Schwartz from the University of West Florida\, panelists include: \nCAPT Tim Kinsella\, USN (Ret.) is Director of the Aylstock\, Witkin\, Kreis & Overholtz Center for Leadership in the UWF College of Business. Tim previously served 33 years in the Navy as commanding officer of a carrier-based helicopter squadron\, White House liaison to the secretary of the Navy\, flag aide to the deputy chief of Naval Operations for Air Warfare\, a division chief in the Joint Operations Directorate of the Joint Chiefs of Staff in the Pentagon\, and as a defense planner for NATO at the Supreme Headquarters Allied Powers in Mons\, Belgium. \nTim’s last assignment on active duty was as commanding officer of Naval Air Station Pensacola\, where he led the installation through the devastation of Hurricane Sally while maintaining the installation’s operational viability. Under his leadership\, NAS Pensacola was awarded the Navy’s Installation Excellence Award. \n  \nCAPT Rick Miller\, USN (Ret.) leads Pharos Mission Critical Solutions\, a combined consultancy and technology integration practice and MobileDOCK-USA a ground logistics optimization solution. He also serves part-time as a Deputy Director at the Atlantic Council’s Adrienne Arsht-Rockefeller Foundation Resilience Center managing their Resilience Hubs Networking Strategy project for Miami-Dade County. \nHis career in the U.S. Navy included command at sea and ashore\, including leading current operations for U.S. Southern Command and serving multiple tours in the Pentagon as part of both the Navy and Joint Staffs directing and planning Navy’s programs and budgets as well as guiding development of defense appropriations to support wartime activities. \nActive in the South Florida community\, Rick is on the Board of Directors of the South Dade Economic Development Council and is Executive Director of the South Florida Defense Alliance.  Additionally\, he serves as Vice Chair of the state-wide Florida Defense Alliance. \n  \nDr. Haris Alibašić is an Associate Professor and the Public Administration Program Coordinator at the University of West Florida. Dr. Alibašić previously worked for the United Nations Mission\, NATO\, and the Office of the High Representative in Bosnia and Herzegovina and South East Europe. In Grand Rapids\, he directed energy\, sustainability\, legislative affairs\, and climate resilience policies including significant renewable energy investments and the development of a climate resilience plan for the region. \nIn 2022\, Dr. Alibašić served as a Fulbright Project Specialist in the Republic of Kosovo’s Prime Minister Office of Strategic Planning\, where he completed the project of National Development Strategy and National Energy Strategy alignment with the United Nations Sustainable Development Goals. \nIn March 2017\, Dr. Alibašić was appointed by the City Council to the City of Pensacola Climate Mitigation and Adaptation Task Force. Additionally\, Dr. Alibašić is a partner in the Florida League of Cities Municipal Research Program and was co-chair for the energy sector of the White House Climate Preparedness and Resilience Task Force in 2014. \n  \nDr. Brian Crisher is an Associate Professor in Government Department at the University of West Florida. His work has been published in “International Interactions\,” “Foreign Policy Analysis\,” and “Research and Politics\,” among others. He is also reviewer for The Journal of Politics\, British Journal of Political Science\, Journal of Conflict Resolution\, International Studies Quarterly\, International Interactions\, Conflict Management and Peace Science. \n  \nLaurie Murphy is the President of The Stormwater Training Center where she specializes in Clean Water Act regulations at the Federal\, State and Municipal level.This includes the certification of inspectors across the United States and U.S. territories\, including the certification of Qualified Stormwater Management Inspectors for the Florida Department of Environmental Protection. \nLaurie is also the Executive Director for Emerald Coastkeeper\, a member of Waterkeeper Alliance that protects your right to swimmable\, fishable\, drinkable water. \n  \nEric Christianson is a planner with the Emerald Coast Regional Council coordinating the Military Installation Resiliency Review for Eglin AFB\, Hurlburt Field\, Naval Air Station Pensacola\, Naval Air Station Whiting Field\, Naval Support Activity Panama City\, and Tyndall AFB.

The panel will be held in-person on June 12th at the Citizen’s Climate Lobby June Conference in the Omni Shoreham Hotel from 4-5pm and live streamed. After a “scene-setting” briefing by ASP’s Jessica Olcott Yllemo\, a panel discussion will include remarks from: \n  \n  \nLt Gen Norman R. Seip\, USAF (Ret.)\, President of the American Security Project and Chairman of the Board\, Council for a Strong America. Lt Gen Seip served in uniform for 35 years as command pilot with more than 4\,500 flying hours\, primarily in fighter aircraft\, and has flown in support of numerous military operations and contingencies around the world. \n  \n LtGen John “Glad” Castellaw\, USMC (Ret.)\, Co-Founder and Chief Executive Officer (CEO) of Farmspace Systems LLC.\, a provider of aerial data collection\, management\, and equipment. He is a recognized national security expert and is affiliated with several Washington-based think tanks providing expertise on the impacts of climate\, food\, and energy insecurity. \n  \n Vice Admiral Lee Gunn\, USN (Ret.)\, ASP Board of Directors and Vice Chair\, Military Advisory Board\, CNA. VADM Gunn served in the U.S. Navy for thirty-five years and maintains a number of leadership positions at the Center for Naval Analyses\, Naval Postgraduate School\, the Global Perspectives Initiative at the University of Central Florida\, and the Surface Navy Association.
