Ambassador Lute will share his views on NATO’s new Strategic Concept\, threats to the alliance\, NATO enlargement\, and how the alliance is responding to the Russian invasion of Ukraine. \nAbout the speaker: \nAmbassador Douglas Lute graduated from the U.S. Military Academy at West Point and is a decorated military officer of 35 years. He was Director of Operations on the Joint Staff\, overseeing U.S. military operations worldwide. He also was Director of Operations at U.S. Central Command in the Middle East\, had several tours as a NATO commander\, and served in combat during Operation Desert Storm. \nAmbassador Lute earned a Master of Public Administration degree from the Kennedy School of Government of Harvard University in 1983 and then taught in the U.S. Military Academy’s Department of Social Sciences. He is a member of the board of the Atlantic Council\, a member of the Council on Foreign Relations\, a charter member of the Senior Military Advisory Group of the United States Institute of Peace\, and a member of the American Academy of Diplomacy. \nDuring the second Obama-Biden term\, he was U.S. Ambassador to NATO where he focused on the 30-nation alliance’s responses to new security challenges in Europe and the Middle East. Ambassador Lute also served under President George W. Bush as Deputy National Security Advisor for Iraq and Afghanistan from 2007 to 2009. \nHe has received numerous honors and awards\, including three Defense Distinguished Service Medals and the State Department’s Distinguished Honor Award.

These developments are having a hugely disruptive effect on global markets. Please join us on Tuesday\, July 19 as we discuss the implications of Russia’s invasion of Ukraine on global energy security\, the climate agenda\, and global energy markets. \nAbout the speakers: \n \nKevin Book heads the research team and covers oil\, gas\, and coal policy at ClearView Energy Partners\, LLC\, an independent firm that examines macro energy issues for institutional investors and corporate strategists. Mr. Book is a member of the Council on Foreign Relations. He is also a member of the National Petroleum Council\, a federally chartered and privately funded advisory committee to the Department of Energy. Before cofounding ClearView\, Mr. Book worked as senior vice president of energy policy\, oil\, and alternative energy research at FBR Capital Markets Corporation. His prior employment history also includes roles at the Motley Fool\, Andersen Consulting\, and the Advisory Board Company. He holds an M.A.L.D from the Fletcher School of Law and Diplomacy and a B.A. in economics from Tufts University. \n  \nCommander Mark P. Nevitt\, JAGC (ret.) is an Associate Professor of Law at Emory University School of Law. He was previously the Class of 1971 Distinguished Military Professor of Leadership & Law at the United States Naval Academy in Annapolis\, Maryland\, a Sharswood Fellow at the University of Pennsylvania Law School\, and an Associate Professor of Law at Syracuse University College of Law. Prior to law school\, Prof. Nevitt served as a naval tactical jet aviator. Originally from Rhode Island\, Professor Nevitt received his J.D. and LL.M. with distinction from the Georgetown University Law Center. During law school\, he served as a White House Military Social Aide and taught Street Law at Anacostia High School. Prof. Nevitt has written on environmental\, climate change\, and national security law for the Harvard Environmental Law Review\, Washington University Law Review\, Georgia Law Review\, Boston College Law Review\, Berkeley Journal of International Law\, Cardozo Law Review\, and Oxford Press.

Previously he served for five years as the 12th Dean of The Fletcher School of Law and Diplomacy at Tufts University. He led the NATO Alliance in global operations from 2009 to 2013 as 16th Supreme Allied Commander with responsibility for Afghanistan\, Libya\, the Balkans\, Syria\, counter piracy\, and cyber security. He also served as Commander of U.S. Southern Command\, with responsibility for all military operations in Latin America from 2006-2009. He earned more than 50 medals\, including 28 from foreign nations in his 37-year military career. His latest book\, To Risk it All: Nine Conflicts and the Crucible of Decision\, was released by Penguin Press in May\, 2022.

Please join the American Security Project at 3:00 PM EST on Wednesday\, April 6\, for a conversation with Dr. Louise Shelley\, Juan Zarate\, and Mandeep Walia on the geopolitical implications of sanctions. \nAbout the Speakers \nDr. Louise Shelley is the Omer L. and Nancy Hirst Endowed Chair\, University Professor in the Schar School of Policy and Government\, and the founder and Director of the Terrorism\, Transnational Crime and Corruption Center (TraCCC) at George Mason University. \nShe is a leading expert on the relationship among terrorism\, organized crime and corruption as well as human trafficking\, transnational crime and terrorism with a particular focus on the former Soviet Union. She also specializes in illicit financial flows and money laundering. She has recently completed an inaugural Andrew Carnegie Fellowship\, and is the recipient of the Guggenheim\, NEH\, IREX\, Kennan Institute\, and Fulbright and Rockefeller Foundation Fellowships and received MacArthur Grants to establish the Russian Organized Crime Study Centers and to study the role of non-state actors in nuclear proliferation. Professor Shelley served on the Global Agenda Council on Illicit Trade and Organized Crime of the World Economic Forum (WEF) and was the first co-chair of its Council on Organized Crime. Professor Shelley is a life member of the Council on Foreign Relations. \nThe Honorable Juan Zarate is global co-managing partner and chief strategy officer at K2 Integrity. Juan has advised on the most challenging anti-money laundering (AML) and financial integrity enforcement issues facing the private sector\, working with key financial intelligence units\, regulators\, finance ministries\, prosecutors\, and law enforcement agencies around the world. \nPrior to K2 Integrity\, Juan served as the deputy assistant to the president and deputy national security adviser for combating terrorism\, where he was responsible for developing and implementing the U.S. counterterrorism strategy and policies related to transnational security threats\, including anti-money laundering\, kleptocracy\, and transnational organized crime. He was the first-ever assistant secretary of the treasury for terrorist financing and financial crimes. Juan sits on the boards of various organizations\, including Northwestern Mutual\, Boston Dynamics\, Cambridge Quantum Computing (North America)\, the Director’s Advisory Board for the National Counterterrorism Center (NCTC)\, is the chair of the Center on Economic and Financial Power at the Foundation for the Defense of Democracies\, senior advisor at the Center for Strategic and International Studies\, and an independent advisor to Coinbase. \n \nMandeep Walia is Chief Compliance and Risk Officer of Circle Internet Financial. Mandeep joined Circle’s leadership following an extensive career in global financial compliance and risk management at leading organizations. Mandeep served as the Chief Compliance Officer and Head of Enterprise Risk Management for Novi\, which is a part of Facebook. Prior to Novi\, where Mandeep is largely credited for building a comprehensive compliance and risk framework for blockchain-based payment systems\, Mandeep served as the Chief Risk and Compliance Officer for LendUp and as a Senior Director of Global Risk and Compliance for PayPal\, among senior leadership roles in other global financial institutions.

From RT and Sputnik\, to warehouses full of internet trolls\, Russia’s efforts have been prominent and concerning. Join us as we discuss Russia’s efforts to cloud the information space\, and ways the US can contribute to clarity. \n \nSpeakers\nVera Zakem\, CNA\, Research scientist; Director\, Strategy and Partnerships for the Center for Strategic Studies\n \nVera Zakem specializes in developing innovative solutions\, analytics\, and partnerships in assessing root causes of conflict and instability for vulnerable populations\, European stability\, media and Russia’s information operations\, and civil-military operations. From 2008 to 2012 Rasa Juknevičienė served as Lithuania’s Minister of National Defense. Juknevičienė is also a Signatory to the Act of Lithuanian Independence\, signed on March 11\, 1990. In 2008 Rasa Juknevičienė was elected as the Vice-President of the NATO Parliamentary Assembly. Rasa Juknevičienė is a graduate of Lithuanian University of Health Sciences and worked as a doctor until 1992.

Guy B. Roberts\, USMC (Ret)\, Consensus for American Security \nCol. Guy Roberts has over thirty years of experience in public policy\, foreign affairs\, international organizations\, bi-lateral and multilateral negotiations on strategic issues\, and international legal matters. \nUntil August 2011 he was the Deputy Assistant Secretary General for Weapons of Mass Destruction Policy and Director\, Nuclear Policy Planning Directorate for the North Atlantic Treaty Organization (NATO).  In that capacity he was responsible for developing policy on issues related to combating the proliferation of weapons of mass destruction\, missile defense\, and overseeing and implementing NATO’s nuclear deterrence policy and posture. \nPrior to that Mr. Roberts was Acting Deputy Assistant Secretary of Defense and Principal Director for Negotiations Policy in the Office of the Secretary of Defense responsible for advising senior Defense Department officials on the entire range of United States arms control and non-proliferation policies.  He was also responsible for implementing policy guidance and Department of Defense positions for current and emerging proliferation issues in multilateral arms control and disarmament fora. \n  \nOlga Oliker\, Senior Adviser and Director\, Russia and Eurasia Program\, CSIS \nOlga Oliker is a senior adviser and director of the Russia and Eurasia Program at CSIS. Her recent research has focused on military\, political\, economic\, and social development in countries in transition\, particularly in Russia\, Ukraine\, and the Central Asian and Caucasian successor states to the Soviet Union. Prior to joining CSIS\, Oliker held a number of senior posts at the RAND Corporation\, most recently as director of RAND’s Center for Russia and Eurasia. She is the author or coauthor of “Russian Foreign Policy in Historical and Current Context: A Reassessment” (RAND Perspectives\, 2015)\, Building Afghanistan’s Security Forces in Wartime: The Soviet Experience (RAND\, 2011)\, Nuclear Deterrence in Europe: Russian Approaches to a New Environment and Implications for the United States (RAND\, 2011)\, and Russian Foreign Policy: Sources and Implications (RAND\, 2000)\, among other books\, articles\, and reports. She has also published commentary on Russia-related topics in print and online with the New York Times\, Chicago Tribune\, CNN\, U.S. News and World Report\, among others. Oliker holds a B.A. in international studies from Emory University\, an M.P.P. from the Kennedy School of Government at Harvard University\, and a Ph.D. in political science from the Massachusetts Institute of Technology. \n  \nAnya Loukianova Fink\, Stanton Nuclear Security Fellow\, RAND Corporation \nAnya Loukianova Fink is a Stanton Nuclear Security Fellow at the RAND Corporation\, where her research examines Russian views on nuclear escalation and risks. Previously\, she was a program officer at the Stanley Foundation\, where she focused on nuclear material security issues and brought together stakeholders involved in the Nuclear Security Summits. Between 2007 and 2012\, she was a research associate on Russian nuclear weapons and fuel cycle issues at the James Martin Center for Nonproliferation Studies at the Middlebury Institute of International Studies at Monterey.
