I would prefer to have the US Peace Corps, USAID and the State Department, particularly Conflict Stablization Operations leading the US efforts to engage in democracy building efforts. In country after country where I have personally seen US military working in non-military efforts, it ended up being lots of waste, fraud and abuse.
