Ralph Alswang Photographer 202-487-5025Eliot D. Pence serves as Director at McLarty Associates, where he concentrates on Africa. Prior to McLarty, Mr. Pence served as a director for a consulting firm focused on Africa, where he advised multinational companies on their strategies in over 20 markets throughout sub-Saharan Africa and directed the firm’s work in the financial services and energy sectors. He is a member of the Corporate Council on Africa’s finance and infrastructure working groups.

Mr. Pence previously worked as a Program Officer with the World Bank in Kenya and in the political affairs department of the Canadian Embassy in Washington, D.C. He has written extensively on doing business in frontier markets in outlets including CNN and the National Interest. In 2012, he was recognized by Diplomatic Courier as one of the “Top 99 under 33” foreign policy professionals and was selected by the Global Public Policy Institute as a Global Governance 2022 Fellow. Mr. Pence is also the founder of the software start-up Upstream Analytics, and an advisor to, which provides subscription-based intelligence and network analysis on business and government actors in emerging markets. He holds a MA in International Relations from Yale University and a BA from the University of Victoria.
