Expertise: National Guard and Reserve Issues (funding, equipping, structure, usage, legislation), Military Personnel Issues, Canadian Foreign and Defense Policy

Jayson Spiegel is a recognized expert on National Guard and Reserve issues, having served as Executive Director of the Reserve Officers Association from 1999 to 2003.

He served in the Clinton administration as the Deputy Assistant Secretary of the Army for Force Management, Manpower and Resources, where he was responsible for Army force structure decisions. He was the Acting Assistant Secretary of the Army for Manpower and Reserve Affairs for one year and a member of the Reserve Forces Policy Board.

Mr. Spiegel is an officer in the Army Reserve, currently assigned to the Office of the Chief Army Reserve. He received his BA from Georgetown University, a JD from the University of Virginia and a Master’s in Strategic Studies from the Army War College.
