		<description>I agree--Ricks&#039; &quot;analysis&quot; is confusing at best. He tirelessly advocates population-centric COIN and then spends the rest of his time lamenting its failure. You&#039;re probably right that he views pop-centric COIN as effective and its implementation as ineffective, but this doesn&#039;t come through as clearly in his writings as it should.

Isn&#039;t it frustrating to hear the CNAS crowd talk about how everyone who disagrees with them just &quot;doesn&#039;t get it,&quot; and then to see people like Ricks and Exum look for scapegoats when their &quot;strategy&quot; fails?</description>
